(1) Alterations are not permitted to Category I or II wetlands unless <br />specifically exempted under the provisions of this program. When alterations are allowed, <br />mitigation ratios for Category I wetlands shall be at a 4:1 for creation or re- establishment, <br />8:1 for rehabilitation, and 16:1 for enhancement. Mitigation ratios for Category II wetlands <br />shall be at 3:1 for creation or re-establishment, 6:1 for rehabilitation and 12:1 for <br />enhancement. Creation or re-establishment shall be contiguous to the wetland, unless an <br />exception is authorized by the Director. For Category II estuarine wetlands, re- <br />establishment, creation and enhancement ratios will be decided on a case -by -case basis. <br />(2) Alterations to Category III wetlands are prohibited except where <br />unavoidable and mitigation sequencing in accordance with this chapter has been utilized <br />and where mitigation is carried out in accordance with the standards in the section. <br />Mitigation for any alteration to a Category III wetland must be provided at a ratio of 2:1 for <br />creation or re-establishment, 4:1 for rehabilitation and 8:1 for enhancement alone. <br />(3) Mitigation for alteration to a Category IV wetland will be 1.5:1 for <br />creation or re-establishment, 3:1 for rehabilitation or 6:1 for enhancement. Where only a <br />portion of a Category IV wetland is filled, the potential functionality of the remaining <br />reduced wetland must be considered in mitigation planning. <br />(4) Mitigation for alteration to wetland buffers will be 1:1. <br />2. The following shall be considered the minimum performance standards for <br />approved wetland alterations: <br />a. Wetland functions improved over those of the original conditions. <br />b. Hydrologic conditions and hydroperiods are improved over existing <br />conditions and the specific hydrologic performance standards specified in the approved <br />mitigation plan are achieved. <br />c. Square feet requirements for creation, reestablishment, rehabilitation or <br />enhancement and for proposed wetland classes are met. <br />d. Vegetation native to the Pacific Northwest is installed and vegetation <br />survival and coverage standards over time are met and maintained. <br />improved. <br />e. Maintenance and monitoring of mitigation shall be done by the property <br />owner for a period of no less than five years and for ten years when the mitigation plan <br />includes establishing forested wetland and/or buffers. Maintenance shall be carried out in <br />accordance with the approved mitigation plan.
