Southcenter Plan Book 1: Community Intent <br />Phase I implementation measures: <br />o Ensure that new public and private streets are located to break up the "mega blocks" <br />and provide a more finely grained street network that simulates an urban street grid. <br />o Require compliance with new street and public frontage regulations where traffic <br />impacts generated by new development or a significant change in use triggers the need <br />for mitigation. <br />o While in some cases the need for new streets maybe capacity driven, a finer grid <br />system may also be needed to support mobility for pedestrians, bicycles and transit. <br />Design new street cross sections to support a full range of mobility needs and the <br />adjacent land uses. <br />o Recognize that the City may need to participate in construction and funding of new <br />streets. <br />Associated regulatory measures: <br />New street regulations <br />Developer incentives for constructing new streets <br />Access management regulations <br />Street master plan cross sections <br />o Existing structures should move towards a more walkable community by providing well <br />defined pedestrian connections between buildings and sidewalks. <br />Associated regulatory measures: <br />Site design regulations <br />OPEN SPACE <br />Objective 8: Use a combination of development regulations and capital improvements to unearth <br />the natural features of Southcenter Tukwila Pond, the Green River and Minkler Pond as public <br />amenities. <br />Objective 9: Create a hierarchy of interconnected public and private open spaces, ranging from <br />active plazas to less formal gathering spaces, quiet residential courts, and natural open spaces, that <br />are distributed within the Southcenter area. <br />Phase I implementation measures: <br />o Through a combination of development requirements, incentives, and public <br />investment, facilitate the addition of high quality public amenities, open spaces, and <br />recreation areas to attract housing development, stimulate new levels and quality of <br />development, and complement the retail and other mix of uses in the northern part of <br />Southcenter. <br />W: \Long Range Projects \Southcenter Plan \Plan 2011 \Book 1 \FINAL Book 1_12.7.2011_PC.docx Page 35 <br />12/7/2011 <br />39 <br />
