owners that will benefit from future development of Tukwila Pond. Based on this <br />assessment and the City's knowledge of and relationships with property owners, we will <br />identify adjacent businesses and private property owner stakeholders with whom to have <br />interviews and focus groups. Sieger Consulting has reserved four hours for interviews <br />and focus groups; we'll work with the City to stretch this limited amount of time to <br />include all relevant stakeholders (for example, we may develop an interview protocol so <br />the City can augment the list of interviews on their own). <br />Once the master plan is drafted, we can continue this work, using stakeholder data as well <br />as economic analysis to provide a memo documenting how neighboring businesses, the <br />Southcenter commercial district, and the city as a whole benefit from existing and <br />potential activities in the park. This analysis will be both quantitative and qualitative, <br />capturing the potential for a completed project to enhance community quality of life and <br />image and identity. <br />Task I Deliverables <br />1. Memo listing potential economic opportunities and impacts <br />Task J Identify Grant/ Funding Sources <br />This task includes the development of a preliminary list of potential grants and the relevant <br />application dates (JA Brennan), as well as an analysis provided by Sieger Consulting of the <br />funding models. <br />Design Team support for Task J will include: <br />Financial model and memo listing potential funding opportunities (Sieger <br />Consulting) <br />Sieger Consulting will develop a list of potential funding options and considerations <br />related to those options (including source, magnitude, limitations, payee and tax burden, <br />volatility, etc.) and rank them in terms of their appropriateness for funding all parts of <br />this project (planning, development, and maintenance/lifecycle). <br />Sieger Consulting will advance the baseline funding model from Task B15 to create an <br />actionable strategic capital and financial action plan to support comparison of Tukwila <br />Pond Master Plan alternatives. Because plan alternatives will have been informed by the <br />earlier baseline financial analysis, they should already be at an achievable scale, however, <br />some prioritization or phasing may still be needed to achieve some or all identified <br />alternatives. <br />BHC will also provide a preliminary list of potential funding sources specifically related <br />to water quality improvement. <br />J.A.
