1. Definitions. Unless the context clearly shows another usage is intended, the <br />following terms shall have these meanings in this Agreement: <br />a. "Agreement" means this 2018 Animal Services Interlocal Agreement, <br />including any and all Exhibits hereto. Unless the context clearly indicates <br />otherwise, the term "Agreement" is intended to reference all 2018 Animal <br />Services Interlocal Agreements by and between the County and other <br />Contracting Cities. <br />b. "Animal Services" means Control Services, Shelter Services and Licensing <br />Services combined, as these services are described in Exhibit A. <br />Collectively, "Animal Services" are sometimes referred to herein as the <br />"Program." <br />c. "Contracting Cities" means all cities, including Latecomer Cities, that are <br />parties to an Agreement. <br />d. "Contracting Parties" means all Contracting Cities and the County. <br />e. "Control District" means one of the three geographic areas delineated in <br />Exhibit B for the provision of Animal Control Services. <br />f. "Enhanced Control Services" are additional Control Services that the City <br />may purchase under certain terms and conditions as described in Exhibit E <br />(the "Enhanced Control Services Contract"). <br />g. "Enhanced Licensing Support Services" are additional Licensing Support <br />Services that the City may purchase under certain terms and conditions as <br />described in Exhibit F ("Enhanced Licensing Support Services — Terms of <br />Service") <br />h. "Latecomer City" means a city receiving animal services under an <br />agreement with the County executed after January, 2018, per the conditions <br />of Section 5. <br />i.
