PC Meeting <br />2/25/21 <br />Page 2 <br />Bob Bengford, Makers Architecture, for the applicant, provided explanation of their work with the proposed <br />project. He also addressed questions from the PC. <br />Chair Strander opened the public hearing and swore in persons wishing to speak. <br />CASE NUMBERS: L20-0129, L20-0138 <br />PURPOSE: Subdivision Preliminary Plat and Public Hearing Design Review of the Riverton <br />Cascade Homeownership Project. The proposal is to subdivide one lot into 18 unit <br />lots for development of four single-family homes and 7 duplexes. The homes will <br />be for sale to households making less than 80% of the area median income. <br />Associated improvements include recreation space, landscaping, parking, access, <br />and utilities. <br />LOCATION: 3118 S. 140th St. (undeveloped lot north of Riverton Park United Methodist <br />Church on parcel 41623049060) <br />Jaimie Reavis, Senior Planner, Department of Community Development asked the Commissioners the <br />Appearance of Fairness questions and gave the presentation for staff. <br />Commissioner Strander, Simmons and Mann disclosed they had exparte communications; there were no <br />objections to them hearing the case. <br />SUBDIVISION PRELIMINARY PLAT <br />An overview was provided for the proposed project, background information was given on the site, project, and <br />criteria. Explanation was given on the approval process. A Development Agreement was approved for the project <br />in the Fall 2020 by the City Council, which allowed an increase in the allowable density and lot coverage in the <br />Low Density Residential (LDR) zone; decreased lot width and setbacks; sets the number of parking spaces to 36; <br />allowed reduction in impact and permit fees; designated the project go through design review; allowed for <br />additional standards, such as the development of home homeownership project, and energy efficient designs. The <br />project complies with the Comprehensive Plan. Staff is recommending approval with conditions, as listed on <br />pages 93 and 94 of the 2/25/21 staff report. <br />DESIGN REVIEW <br />An overview was provided on site planning criteria, there is circulation for safe walkways for students; clustered <br />parking; crime prevention through environmental design; elements include porches, lighting, fencing, and <br />landscaping, two trees will need to be removed, which will be replaced by the landscaping trees. The project <br />includes energy efficiency and sustainability. Staff recommends approval of the application. <br />Following are some comments / questions from the PC - addressed by staff and Valerie Thiel, the applicant. <br />Commissioner Mann -Expressed concern with fire access to several lots. Staff noted the driveway will be <br />widened and the Fire Department are working with staff to meet access requirements; concern was expressed <br />regarding maintenance of the development, Commissioner Mann said she would like to see the homeowners' <br />association be responsible for all maintenance.
