4. Small wireless facilities shall utilize the smallest mounting brackets <br />necessary in order to provide the smallest offset from the building. <br />5. Skirts or shrouds shall be utilized on the sides and bottoms of antennas in <br />order to conceal mounting hardware, create a cleaner appearance, and minimize the <br />visual impact of the antennas. Exposed cabling/wiring is prohibited. <br />6. To the extent technically feasible, small wireless facilities shall be painted <br />and textured to match the adjacent building surfaces. <br />Section 15. TMC Section 23.04.110 is hereby established to read as follows: <br />23.04.110 Removal of abandoned small wireless facility <br />Any small wireless facility that, after the initial operation of the facility, is not used for the <br />purpose for which it was intended at the time of filing of the application for a continuous <br />period of 12 months shall be considered abandoned, and the owner of such facility shall <br />remove same within 90 days of receipt of notice from the City notifying the owner of such <br />abandonment. Failure to remove such abandoned facility shall result in the City declaring <br />the facility a public nuisance. If there are two or more users of a single pole or structure, <br />then this section shall not become effective until all users cease using the tower. <br />Section 16. TMC Section 23.04.120 is hereby established to read as follows: <br />23.04.120 Revocation of permit <br />A permit issued under this chapter may be revoked, suspended or denied for any one <br />or more of the following reasons: <br />1. Failure to comply with any federal, state, or local laws or regulations. <br />2. Failure to comply with the terms and conditions imposed by the City on the <br />issuance of a permit. <br />3. When the permit was procured by fraud, false representation, or omission of <br />material facts. <br />4. Failure to comply with federal standards for RF emissions. <br />Section 17. Public Hearing. Pursuant to RCW 35A.63.220 and RCW 36.70A.390, <br />the City Council held a public hearing on April 12, 2021 at 7:00 p.m. in order to take public <br />testimony concerning the interim ordinance. <br />Section 18. Duration of Interim Controls.
