information services. For the purposes of this definition, the term "antenna" does not <br />include an unintentional radiator, mobile station, or device authorized by 47 CFR Title 15. <br />2. "Antenna equipment," consistent with 47 CFR 1.1320(d), means <br />equipment, switches, wiring, cabling, power sources, shelters, or cabinets associated with <br />an antenna, located at the same fixed location as the antenna, and when collocated on a <br />structure, are mounted or installed at the same time as the antenna. <br />3. "Applicant" means any person submitting an application for a small <br />wireless facility permit pursuant to this Chapter. <br />4. "Collocation" means: <br />a. Mounting or installing antenna equipment on a preexisting structure; <br />and/or <br />b. Modifying a structure for the purpose of mounting or installing antenna <br />equipment on that structure. <br />5. "Director" means the Public Works Director or designee. <br />6. "Equipment enclosure" means a facility, shelter, cabinet, or vault used to <br />house and protect electronic or other associated equipment necessary for processing <br />wireless communication signals. "Associated equipment" may include, for example, air <br />conditioning, backup power supplies, and emergency generators. <br />7. "FCC" or "Federal Communications Commission" means the federal <br />administrative agency, or lawful successor, authorized to regulate and oversee <br />telecommunications carriers, services and providers on a national level. <br />8. "Permittee" means a person who has applied for and received a small <br />wireless facility permit pursuant to this chapter. <br />9. "Personal wireless services" means commercial mobile services, <br />unlicensed wireless services, and common carrier wireless exchange access services. <br />10. "Person" includes corporations, companies, associations, joint stock <br />companies, firms, partnerships, limited liability companies, other entities, and individuals. <br />11. "Public right-of-way" or "right-of-way" means land acquired or <br />dedicated for public roads and streets but does not include: <br />a. State highways; <br />b. Land dedicated for road, streets, and highways not opened and not <br />improved for motor vehicle use by the public; <br />c. Structures, including poles and conduits, located within the right-of-way; <br />d.
