e. Lands owned or managed by the state parks and recreation <br />commission; or <br />f. Federally granted railroad rights-of-way acquired under 43 U.S.C. 912 <br />and related provisions of federal law that are not open for motor vehicle use. <br />12. "Service provider" shall be defined in accord with RCW 35.99.010(6). <br />"Service provider" shall include those infrastructure companies that provide <br />telecommunications services or equipment to enable the construction of wireless <br />communications. <br />13. "Small wireless facility" shall be defined as provided in 47 CFR 1.6002(1). <br />14. "Stealth Technique" means stealth techniques specifically designated as <br />such at the time of the original approval of the small wireless facility for the purposes of <br />rendering the appearance of the small wireless facility as something fundamentally <br />different than a small wireless facility including but not limited to the use of nonreflective <br />materials, appropriate colors, and/or a concealment canister. <br />15. "Structure" means a pole, tower, base station, or other building, whether or <br />not it has an existing antenna equipment, that is used or to be used for the provision of <br />personal wireless service (on its own or commingled with other types of services). <br />16. "Telecommunications service" shall be defined in accord with RCW <br />35.99.010(7). <br />17. "Tower" means any structure built for the sole or primary purpose of <br />supporting any FCC -licensed or authorized antennas and their associated facilities, <br />including structures that are constructed for wireless communication services including, <br />but not limited to, private, broadcast, and public safety services, as well as unlicensed <br />wireless services, and fixed wireless services such as microwave backhaul and the <br />associated site. <br />18. "Traffic signal pole" means any structure designed and used primarily for <br />support of traffic signal displays and equipment, whether for vehicular or nonmotorized <br />users. <br />19. "Transmission equipment" means equipment that facilitates transmission <br />for any FCC -licensed or authorized wireless communication service, including, but not <br />limited to, radio transceivers, antennas, coaxial or fiber-optic cable, and regular and <br />backup power supply. The term includes equipment associated with wireless <br />communication services including, but not limited to, private, broadcast, and public safety <br />services, as well as unlicensed wireless services and fixed wireless services such as <br />microwave backhaul. <br />20.
