Each development proposal containing or threatened by an area of potential geologic <br />instability Class 2 or higher shall be subject to a geotechnical report pursuant to the <br />requirements of TMC Chapter 18.45.040 ;.`r and 18.45.060. The geotechnical report <br />shall analyze and make recommendations on the need for and width of any setbacks or <br />buffers necessary to achieve the goals and requirements of TMC Chapter 18.45. <br />Development proposals shall then include the buffer distances as defined within the <br />geotechnical report. <br />Section 17. Ordinance Nos. 2251 §49, 2009; Ord. 1971 §19, 2001; Ord. 1872 §14 <br />(part), 1999 as codified in TMC Chapter 18.52 Landscaping, Recreation, <br />Recycling /Solid Waste Space Requirements, are hereby amended to read as follows: <br />Landscape it <br />A. A Washington State licensed landscape architect shall prepare and stamp the <br />landscape plans in accordance with the standards herein. Detailed plans for <br />landscaping and screening shall be submitted with plans for building and site <br />improvements. Included in the plans shall be type, quantity, spacing and location of <br />plants and materials, site preparation and specifications for soils and mulches, location <br />of all overhead and underground utilities (so as to avoid conflicts with <br />proposed planting locations), typical planting details and the location of irrigation <br />systems. <br />B. Installation of the landscaping and screening shall be completed and a Landscaping <br />Declaration submitted by the owner or owner's agent prior to issuance of the certificate <br />of <br />occupancy. If necessary due to weather conditions or construction scheduling the <br />installation may be postponed to the next planting season if approved by the <br />Community Development Director and stated on the building permit. A performance <br />assurance device equal to 150% of the cost of the labor and materials must be provided <br />to the City before the deferral is approved. The property owner shall keep all planting <br />areas free of weeds and trash and replace any unhealthy or dead plant materials for the <br />life of the project in conformance with the intent of the approved landscape plan and <br />TMC 8.28.180. <br />E E <br />v <br />V try tib,: F x <br />ra <br />Section 18.
