City of Tukwila <br />Allan Ekberg, IMlayor <br />Department of Community Development - .lack Pace, Director <br />CITY OF TUKWILA <br />PLANNING COIMIMISSION <br />PUBLIC HEARING MINUTES <br />Date: July 22, 2021 <br />Time: 6:30 PM <br />Location: Virtual meeting via Microsoft Teams <br />Present: <br />Staff: <br />Protocols: <br />Chair Louise Strander; Vice Chair Karen Simmons; Commissioners Dennis Martinez, Sharon <br />Mann, Dixie Stark, Andrea Reay and Apneet Sidhu <br />Nora Gierloff, Department of Community Development (DCD), Director: and Planning <br />Commission (PC) Secretary Wynetta Bivens <br />Nora Gierloff, DCD Director, went over the virtual meeting protocols. <br />Adopt <br />Minutes: Commissioner Mann raised some concerns regarding the accuracy of the 6/24/21 PC minutes <br />and asked staff to review the PC recording to verify accuracy. <br />Commissioner Mann moved to table adoption of the minutes until the next meeting to ensure <br />accuracy. Commissioner Martinez seconded the motion. Motion passed. <br />The Planning Commission Secretary later reviewed the 6/24/21 recording and confirmed based <br />on the findings, the minutes that were submitted in the 7/22/21 PC packet were accurate. <br />Verbatim minutes of the findings for the section of the minutes in question were emailed to the <br />PC on 7/23/21. <br />Chair Strander opened the public hearing for: <br />CASE NUMBERS: E21-0003; L21-0092 <br />PURPOSE: Consider Tukwila Zoning Code changes to respond to new requirements in State <br />law regarding permitted locations for emergency shelters, transitional housing, and <br />permanent supportive housing. <br />LOCATION: Citywide <br />Chair Strander swore in persons wishing to speak. <br />Nora Gierloff, DCD Director, gave the presentation. She said that HB 1220 is a new State law that will go into <br />effect 9/30/21. There are different sections in the ordinance, but the current focus for PC review is on housing <br />and homeless/supportive shelters, which are mandatory and apply to all cities and counties. The first section of <br />this bill will add some additional analysis around affordable housing needs assessments and displacement, etc., <br />which was recently addressed in the Housing Action Plan. The Zoning Code is being updated to reflect the <br />changes that have been made. In 2022 there will also be a focus to add some new requirements to the <br />Comprehensive Plan Update, which must be completed by 2024. In addition, there is a section for updates to the <br />Accessory Dwelling Unit (ADU) regulation, which is not mandated. However, the suggestions from the State <br />will be reviewed in the future when DCD staffing levels are more robust.
