City of Tukwila Allan Ekberg, Mayor <br />Parks & Recreation Department — Tracy Gallaway, Director <br />INFORMATIONAL MEMORANDUM <br />TO: Community Services & Safety Committee <br />FROM: Tracy Gallaway, Parks & Recreation Director <br />BY: Michael May, Manager for Communications, Community Engagement, Arts & Events <br />CC: Mayor Allan Ekberg <br />DATE: July 5, 2022 <br />SUBJECT: National Recreation & Parks Association Wellness Hub Grant Award <br />ISSUE <br />Seeking authorization for the Mayor to sign a Memorandum of Understanding with the <br />National Recreation & Parks Association confirming terms regarding grant funding in the <br />amount of $90,000. <br />BACKGROUND <br />This grant is ideal for our community. Two of the most compelling reasons are the following: <br />• 70 percent of our students qualify for free and reduced lunch. <br />• Our residents also suffer from lack of activity and low consumption of fresh fruit and <br />vegetables and as a result are overweight. They exceed the state and county in these <br />areas. <br />Tukwila Parks and Recreation is committed to serving the community. The goals of this grant <br />are to: <br />• Advance equitable and community -driven wellness hubs that promote sustainable, long- <br />term access to healthy, affordable, fresh, local, and culturally relevant nutrition for <br />historically disenfranchised and under -represented populations (including but not <br />limited to people of color, people with disabilities, LGBTQ+ populations, and low-income <br />communities). <br />• Center and advance health equity strategies in parks and recreation through systems <br />change approaches with cross -sector partnership. Systems -change are whole <br />community approaches focused on the root causes of problems that address power <br />structures, policies, social norms, relationships, environments (physical and social), and <br />resources. <br />• Build key community coalitions and strengthen local grassroots advocacy to build long- <br />term municipal support and ensure the sustainability of community wellness hubs. <br />• The 18 -month project period with dedicated planning time included will create a cross - <br />sector project team, conduct meaningful community and stakeholder engagement, <br />assess community needs with an equity lens, establish goals, and develop an <br />implementation plan. <br />
