City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Community Services and Safety Committee <br />FROM: Eric Dreyer, Chief of Police <br />CC: Mayor Ekberg <br />DATE: September 1, 2022 <br />SUBJECT: Parks Speed Zone Cameras — Information Only <br />ISSUE <br />Response to Council regarding their request for information about automated speed zone <br />cameras to address traffic safety near Tukwila parks. <br />BACKGROUND <br />Speed Zone Cameras were installed in the school Zone in the 4400 block of S.144th <br />Street. The cameras have proven effective in reducing the number of speeding <br />violations in School Zones, increasing safety in the area. <br />New legislation: Effective July 1, 2022, Sec. 423 of ESSB 5974 authorizes cities to use <br />a limited number of automated traffic safety cameras to detect speed violations on any <br />roadway identified in a school walk area, public park speed zone, or hospital speed <br />zone. <br />City Council requested recommendations for placement of speed zone cameras to <br />address safety associated with speed violations near Tukwila parks. <br />DISCUSSION <br />A three-day study was conducted by Novoa Global between hours 6AM - 8:30PM, <br />which coincides with the dawn to dusk park usage. (This timeframe would shorten over <br />Winter months with the decrease in daylight hours.) Violations of 6 mph over the speed <br />limit were tracked. <br />Five parks were selected for the study. These parks and the total of violations over the <br />three-day period are as follows: <br />Codiga Park: 8,344 <br />Tukwila Community Center: 4,421 <br />Duwamish Gardens Park: 4,084 <br />Duwamish Park: 2,353 (two-day study) <br />Macadam Winter Garden: 1762 (two-day study) <br />The attached study shows the breakdown of violations between 6-10 MPH, and <br />11+MPH over the speed limit. <br />Novoa Global reports that one-third to one half of the speed violations near Codiga Park <br />are commercial semi -trucks. This poses a particular safety concern to the Allentown <br />19 <br />
