20 <br />INFORMATIONAL MEMO <br />Page 2 <br />community and also has an impact on safety around the Tukwila Community Center <br />because of its proximity to Codiga Park. <br />The School Zone Speed Cameras have been successful in reducing speed in school zones <br />near Foster High School and Showalter Middle School. As expected, numbers of daily <br />infractions were reduced, going from 704 to 288 during the timeframe of October 1,2021 <br />through the end of June 2022. This represents a 59% reduction in violations. <br />The success of reducing speeders in the current camera school zones, suggests expansion of <br />the systems to streets adjacent to park zones would have similar reductions in speeds. <br />FINANCIAL IMPACT <br />Cost for PD Processing <br />Currently the PD is authorized to staff a commissioned officer to process the school zone <br />camera violations; however, this position has not been filled, as the PD has been able to absorb <br />the work associated with these cameras. The PD could potentially take on the workload of a <br />few more cameras before we would need to add the position. One full time traffic officer would <br />cost $143,435.00, (2022 estimated salary and benefits). The School Zone Cameras currently in <br />place would absorb this cost. <br />Cost for processing for Courts <br />The Courts have 2.25 FTE's in place with costs being covered currently by the school speed <br />zone cameras. Court Staff believe that the current staff would be sufficient to process park <br />zone violations as well. <br />Fees from Novoa Global <br />Pricing for the Novoa Global Speed Zone Camera System is as follows $2,999.25 per camera <br />system, per month. There would be a need for two camera systems per location for a monthly <br />total of $5,998.50 per month, for each location selected for camera installation. The revenue <br />generated by the cameras pays for the monthly system cost. <br />Fees to Washington State <br />50% of the noninterest fines (after deducting administrative costs) must be remitted to a state <br />active transportation safety account.
