City of Tukwila <br />1111111 1111111111 <br />epartment of Community Development - Nora Gierloff, AICP, Director <br />CITY OF TUKWILA <br />PLANNING COMMISSION (PC) <br />MINUTES <br />Allan Ekberg, Mayor <br />Date: February 23, 2023 <br />Time: 6:30 PM <br />Location: Hybrid Meeting - virtual meeting via Microsoft Teams / public, in-person attendance, Council <br />Chambers, 6200 Southcenter Blvd, Tukwila, WA 98188 <br />Chair Sidhu called the meeting to order. <br />Roll Call <br />Present: Chair Apneet Sidhu; Vice Chair Sharon Mann, Commissioners Louise Strander, Dennis <br />Martinez, Alexandria Teague, and Martin Probst <br />Staff: <br />Director Nora Gierloff, American Institute of Certified Planners (AICP), Department of <br />Community Development (DCD); Long -Range Planning Manager Nancy Eklund, AICP, <br />DCD; Senior Planner Neil Tabor, AICP, DCD; and PC Secretary Wynetta Bivens <br />New PC Meeting Protocols <br />Staff informed PC of the new PC meeting protocols, effective immediately: <br />- The PC Members are no longer required to identify themselves each time prior to speaking. <br />- Only the PC Chair will identify himself. <br />- The Owl/Teams recording will capture the identity of the PC Members. <br />- When the PC Chair asks for Commissioners' input, he will call on them by name. A mechanism of <br />turning nameplates on end to indicate the desire to make a comment was offered as a way to <br />facilitate identifying speakers. <br />- When a PC member makes a motion, and the motion is seconded by another PC member, the PC <br />Chair will state the name of the Commissioners who made each motion. <br />- PC meetings are recorded and the video will be available on TukTV Video on Demand. <br />Adopt Minutes <br />Commissioner Martinez made a motion to adopt the 1/26/23 minutes and Vice Chair Mann seconded the <br />motion. Commissioner Probst abstained; he was not in attendance. Motion passed. <br />General Public Comments <br />No submittals. <br />PC Bylaws Amendment Review/Adoption <br />Staff noted that the majority of the revisions to the draft bylaws that the PC previously reviewed, and the <br />additional revisions made by staff, will be postponed at the request of City Administration. Administration <br />noted that all Boards and Commission bylaws had been made largely uniform in 2017 and that the PC <br />Bylaws changes had gotten ahead of a process to revise those bylaws. At this time Administration asks that <br />the only updates to be considered by the PC incorporate the following changes: <br />- Equity Policy Training, Resolution No. 1921 (A City Administration requirement) <br />- Public Statements: Public hearing comments and written general public comments (non-public <br />hearing comments) (In response to a new legislative requirement defined by City Administration). <br />Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov <br />
