• Prohibition of higher -risk instruments, such as mortgage -backed securities and <br />cryptocurrency <br />• Emphasis on benchmarking, including use of Treasury indices and quarterly compliance <br />reporting <br />Debt Policy Updates: <br />Similarly, the revised Debt Policy strengthens the City's framework for responsibly managing <br />long-term obligations: <br />• Aligns debt issuance with long-range financial and capital planning <br />• Clarifies use of professional advisors and underwriters <br />• Establishes standards for debt affordability, structuring, and refunding <br />• Enhances transparency and ongoing debt performance reporting <br />FINANCIAL IMPACT <br />There is no direct financial impact from the adoption of these revised policies. However, the <br />improved framework is expected to contribute to long-term cost savings, better investment <br />performance, and stronger credit management. <br />RECOMMENDATION <br />Forward the resolutions to the 07/14 Committee of the Whole Meeting for discussion and <br />subsequently to the 07/21 Regular Meeting consent agenda in order to repeal and replace both <br />the Investment and Debt Policies for the City. <br />ATTACHMENTS <br />A.
