Draft Chapter 18.28 Tukwila Urban Center (TUC) District <br />1. In instances where installation of required public frontage improvements as part of on -site <br />construction are found to be impractical for example in instances where the private frontage is <br />particularly narrow or fragmented, the property owner may pay an in -lieu fee covering the <br />construction cost to install the required public frontage improvements when they can be combined <br />with those on adjacent properties or as part of a city- sponsored street improvement program with <br />the approval of the DCD Director. <br />2. When public frontage improvements are triggered by development on a portion of a larger site and <br />the cost of the public frontage improvements is disproportionate to the triggering work, the DCD <br />Director will determine the degree of compliance. <br />18.28.140 BUILDING ORIENTATION TO STREET /OPEN SPACE <br />A. Regulation <br />1. A building is oriented to a street or open space if the building: <br />a. Has a primary public entrance which opens directly on to or facing that street or open space; <br />and <br />b. Incorporates architectural elements and details that are visually interesting, attractive and <br />scaled to the pedestrian on the building fagade facing the street or open space. <br />2. Where Building Orientation to Streets /Open Spaces is required, all buildings shall be located along <br />and oriented towards new or existing street(s) or public open spaces, excluding alleys. <br />3. Parking structures, garages, and accessory buildings are permitted and encouraged to be located <br />along alleys in lieu of streets or open spaces. <br />4. Building Orientation is required or not required, as specified by Corridor Type. <br />B. Corner Parcels <br />1. New buildings located at the intersection of two Corridors where Building Orientation is required <br />shall have an entrance(s) oriented towards at least one Corridor to be determined by the <br />developer. <br />18.28.150 FRONTAGE COVERAGE <br />A. Regulations <br />1. Frontage coverage is the percentage of the length of the street frontage that is occupied by a <br />primary building fagade(s) excluding any side yard setbacks. <br />2.
