Exhibit C <br />Calculation of Estimated Payments <br />The Estimated. Payment is the amount, before reconciliation, owed by the City to the <br />County (or owed by the County to the City if the amount calculated is less than $0) for the <br />provision of six months of Animal Services, based on the formulas below. <br />In summary and subject to the more detailed descriptions below, an initial cost <br />allocation is made for Service Year 2013 based on the cost factors described in Part 1 <br />below; costs are offset by various revenues as described in Part 2. An annual <br />reconciliation is completed as described in Part 3. In Service Years 2014 and 2015, the <br />Contracting Parties' allocable costs are adjusted based on: (1) the actual change in total <br />allocable costs over the previous Service Year (subject to an inflator cap), (2) changes in <br />revenues, and (3) to account for annexations (in or out of the Program service area) of <br />areas with a population of 2,500 or more, and for changes in relative population share of <br />all Contracting Parties due to any Latecomer Cities. If the Agreement is extended past <br />2015, the cost allocation in 2016 will be recalculated in the same manner as for Service Year <br />2013 and adjusted in 2017 per the process used for Service Years 2014 and 2015. <br />Based on the calculation process described in Parts 1 and 2, an "Estimated Payment" <br />amount owed by each City for each Service Year is determined. Each Estimated Payment <br />covers six months of service. Payment for service is made by each City every June 15 and <br />December 15. <br />Part 1: Service Year 2013 Cost Allocation Process <br />• Control Services costs are to be shared among the 3 geographic Control Districts; <br />one quarter of such costs are allocated to Control District 200, one quarter to <br />Control District 220, and one half are allocated to Control District 500. Each <br />Contracting Party located within a Control District is to be allocated a share of <br />Control District costs based 80% on the Party's relative share of total Calls for <br />Service within the Control District and 20% on its relative share of total <br />population within the Control District. <br />• Shelter Services costs are to be allocated among all Contracting Parties based <br />20% on their relative population and 80% on the total shelter intake of animals <br />attributable to each Contracting Party, except that cities contracting for shelter <br />services with PAWS will pay only a population -based charge. <br />Document Dated 5-29-12 <br />26 <br />
