"EL" or "Estimated Licensing Services Cost" is the City's estimated share of the Budgeted <br />Net Allocable Licensing Services Cost for the Service Year. See formula below for deriving <br />"EL." <br />"ER" is Estimated Licensing Revenue attributable to the City. For purposes of <br />determining the Estimated Payment in Year 2013, ER is based on the number of each type <br />of active license issued to City residents in years 2011 (the "Calculation Period"). Exhibit <br />C-2 shows a preliminary estimate of 2011 Licensing Revenue; the numbers in this exhibit <br />are subject to Reconciliation by June 30, 2012. For Licensing Revenue Support Cities <br />identified in Exhibit C-5, or other Contracting Cities which have entered into a Licensing <br />Support Contract per Exhibit F, ER is increased by adding the amount of revenue, if any, <br />estimated to be derived as a result of licensing revenue support provided to the City (the <br />"Licensing Revenue Target" or "RT"); this amount is also shown in the column captioned <br />"Estimated Revenue from Proposed Licensing Support" on Exhibit C-1). License Revenue <br />that cannot be attributed to a specific Party (e.g., License Revenue associated with <br />incomplete address information), which generally represents a very small fraction of <br />overall revenue, is allocated amongst the Parties based on their respective percentages of <br />ER as compared to Total Licensing Revenue. Notwithstanding the foregoing, "ER" may be <br />based on a estimated amount of licensing for the Service Year for the City if, in the <br />reasonable judgment of the County, an estimated Licensing Revenue amount can be <br />proposed that is likely to more closely approximate the actual Licensing Revenue for the <br />Service Year than the data from the Calculation Period; provided that the use of any <br />estimates shall be subject to the conditions of this paragraph. The County shall work with <br />the Joint City -County Committee to develop estimated Licensing Revenue amounts for all <br />Contracting Cities for the upcoming Service Year. If the Joint City County Committee <br />develops a consensus proposal (agreement shall be based on the consensus of those <br />Contracting Cities present at the Joint City/County meeting in which Licensing Revenue <br />estimates are presented in preparation for the September 1 Preliminary Estimated <br />Payment Calculation notification), it shall be used in developing the September 1 <br />Preliminary Estimated Payment Calculation. If a consensus is not reached, the County <br />shall apply the actual Licensing Revenue from the Calculation Period for the Service Year <br />to determine the Preliminary Estimated Payment. For the Final Estimated Payment <br />Calculation (due December 15), the County may revisit the previous estimate with the <br />Joint City -County Committee and seek to develop a final consensus revenue estimate. If a <br />consensus is not reached, the County shall apply the Actual Licensing Revenue from the <br />applicable Calculation Period in the calculation of the Final Estimated Payment. <br />"T" is the Transition Funding Credit, if any, allocable to the City for each Service Year <br />calculated per Exhibit C-4. <br />Document Dated 5-29-12 <br />30 <br />
