Exhibit C-5 <br />Licensing Revenue Support <br />A. The Contracting Cities that will receive licensing revenue support in 2013 are listed <br />below (collectively, these nine cities are referred to as the "Licensing Revenue <br />Support Cities"). These Cities have been selected by comparing the estimated 2013 <br />Net Final Costs shown in Exhibit C-1 to the 2012 Estimated Net Final Cost.2 Where <br />the 2013 Net Final Cost estimate was higher than the 2012 estimate, the difference <br />was identified as the 2013 Licensing Revenue Target. <br />B.
