6.3.b The Parties, together with other Cities, will coordinate on the development <br />of emergency plans related to Solid Waste, including but not limited to debris management. <br />VII. COUNTY SHALL SET DISPOSAL RATES <br />AND OPERATING RULES FOR DISPOSAL; USE OF SYSTEM REVENUES <br />7.1 In establishing Disposal Rates for System Users, the County shall consult with <br />MSWAC consistent with Section IX. The County may adopt and amend by ordinance rates <br />necessary to recover all costs of the System including but not limited to operations and <br />maintenance, costs for handling, processing and Disposal of Solid Waste, siting, design and <br />construction of facility upgrades or new facilities, Recycling, education and mitigation, planning, <br />Waste Prevention, reserve funds, financing, defense and payment of claims, insurance, System <br />liabilities including environmental releases, monitoring and closure of landfills which are or <br />were operated by the County, property acquisition, grants to cities, and administrative functions <br />necessary to support the System and Solid Waste handling services during emergencies as <br />established by local, state and federal agencies or for any other lawful solid waste purpose, and <br />in accordance with chapter 43.09.210 RCW. Revenues from Disposal rates shall be used only for <br />such purposes. The County shall establish classes of customers for Solid Waste management <br />services and by ordinance shall establish rates for classes of customers. <br />7.2. It is understood and agreed that System costs include payments to the County <br />general fund for Disposal of Solid Waste at the Cedar Hills Landfill calculated in accordance <br />with this Section 7.2, and that such rental payments shall be established based on use valuations <br />provided to the County by an independent -third party Member, Appraisal Institute (MAI) <br />certified appraiser selected by the County in consultation with MSWAC. <br />
