Comprehensive Solid Waste Management Plan (Comprehensive Plan) adopted pursuant <br />to chapter 70.95 RCW. <br />C. The Parties continue to support the established goals of Waste Prevention and Recycling <br />as incorporated in the Comprehensive Solid Waste Management Plan, and to meet or <br />surpass applicable environmental standards with regard to the Solid Waste System. <br />D. The County and the Cities agree that System- related costs, including environmental <br />liabilities, should be funded by System revenues which include but are not limited to <br />insurance proceeds, grants and rates; <br />E. The County, as the service provider, is in the best position to steward funds System <br />revenues that the County and the Cities intend to be available to pay for environmental <br />liabilities; and <br />F. The County and the Cities recognize that at the time this Agreement goes into effect, it is <br />impossible to know what the ultimate environmental liabilities could be; nevertheless, the <br />County and the Cities wish to designate in this Agreement a protocol for the designation <br />and distribution of funding for potential future environmental liabilities in order to protect <br />the general funds of the County and the Cities. <br />G. The County began renting the Cedar Hills Landfill from the State of Washington in 1960 <br />and began using it for Disposal of Solid Waste in 1964. The County acquired ownership <br />of the Cedar Hills Landfill from the State in 1992. The Cedar Hills Landfill remains an <br />asset owned by the County. <br />H. The Parties expect that the Cedar Hills Landfill will be at capacity and closed at some <br />date during the term of this Agreement, after which time all Solid Waste under this <br />Agreement will need to be disposed of through alternate means, as determined by the <br />-2- <br />
