"Disposal Rates" means the fee charged by the County to System Users to cover all costs <br />of the System consistent with this Agreement, all state, federal and local laws governing solid <br />waste and the Solid Waste Comprehensive Plan. <br />"Divert" means to direct or permit the directing of Solid Waste to Disposal sites other <br />than the Disposal site(s) designated by King County. <br />"Energy /Resource Recovery" means the recovery of energy in a usable form from mass <br />burning or refuse - derived fuel incineration, pyrolysis or any other means of using the heat of <br />combustion of Solid Waste that involves high temperature (above 1,200 degrees F) processing. <br />(chapter 173.350.100 WAC). <br />"Landfill" means a Disposal facility or part of a facility at which Solid Waste is placed in <br />or on land and which is not a land treatment facility. <br />"Metropolitan Solid Waste Advisory Committee" or "MSWAC" means the advisory <br />committee composed of city representatives, established pursuant to Section IX of this <br />Agreement. <br />"Moderate Risk Waste" means waste that is limited to conditionally exempt small <br />quantity generator waste and household hazardous waste as those terms are defined in chapter <br />173 -350 WAC, as amended. <br />
