"Original Agreement" means the Solid Waste Interlocal Agreement first entered into by <br />and between the Parties, which is amended and restated by this Agreement. "Original <br />Agreements" means collectively all such agreements between Cities and the County in <br />substantially the same form as the Original Agreement. <br />"Parties" means collectively the County and the City or Cities. <br />"Recycling" as defined in chapter 70.95.030 RCW, as amended, means transforming or <br />remanufacturing waste materials into usable or marketable materials for use other than landfill <br />Disposal or incineration. <br />"Regional Policy Committee" means the Regional Policy Committee created pursuant to <br />approval of the County voters in 1993, the composition and responsibilities of which are <br />prescribed in King County Charter Section 270 and chapter 1.24 King County Code, as they now <br />exist or hereafter may be amended. <br />"Solid Waste" means all putrescible and nonputrescible solid and semisolid wastes <br />including but not limited to garbage, rubbish, ashes, industrial wastes, swill, commercial waste, <br />sewage sludge, demolition and construction wastes, abandoned vehicles or parts thereof, <br />contaminated soils and contaminated dredged materials, discarded commodities and recyclable <br />materials, but shall not include dangerous, hazardous, or extremely hazardous waste as those <br />terms are defined in chapter 173 -303 WAC, as amended; and shall further not include those <br />
