wastes excluded from the regulations established in chapter 173 -350 WAC, more specifically <br />identified in Section 173- 350 -020 WAC. <br />"Solid Waste Advisory Committee" or "SWAC" means the inter - disciplinary advisory <br />forum or its successor created by the King County Code pursuant to chapter 70.95.165 RCW. <br />"System" includes King County's Solid Waste facilities used to manage Solid Wastes <br />which includes but is not limited to transfer stations, drop boxes, landfills, recycling systems and <br />facilities, energy and resource recovery facilities and processing facilities as authorized by <br />chapter 36.58.040 RCW and as established pursuant to the approved King County <br />Comprehensive Solid Waste Management Plan. <br />"System User" or "System Users" means Cities and any person utilizing the County's <br />System for Solid Waste handling, Recycling or Disposal. <br />"Waste Prevention" means reducing the amount or type of waste generated. Waste <br />Prevention shall not include reduction of already - generated waste through energy recovery, <br />incineration, or otherwise. <br />II. PURPOSE <br />The purpose of this Agreement is to foster transparency and cooperation between the <br />Parties and to establish the respective responsibilities of the Parties in a Solid Waste management <br />System, including but not limited to, planning, Waste Prevention, Recycling, and Disposal. . <br />- 7 - <br />
