I Solar powered LED bollards along the vehicular access road be set on a motion sensor to alert <br />residents of activity in the recreation area <br />2 Select shorter plantings for the east edge of the 1200 square foot recreation area to allow for <br />surveillance of the area from the units <br />3 Codes Covenants and Restrictions CCRs for the townhomes shall include language to <br />require trash and recycling containers for each unit to be stored in each unit's garage <br />Following the presentation staff addressed several clarifying questions for the commission. <br />Gil Hulsmann, Land Developer Consultant, presented for the applicant. Mr. Hulsmann thanked staff for <br />their work on the project and for ensuring that the site meets the codes. He also discussed the uniqueness <br />of the property, and what he called a very active home owners and codes, covenants and restrictions. He <br />said that the applicant agrees with all of staff's recommendations and conditions. He answered several <br />questions for the Commissioners, and made suggestions on ways to alleviate any concerns raised by the <br />Commission. <br />Mark Peterson, Architect, for the applicant, also addressed questions. <br />Commissioner Alford suggested using light maples trees for the smaller trees on the property. She also <br />said there should be a bit more engagement opportunity for the recreational area. <br />Public Testimony: <br />Kevin Flemming, homeowner, who lives across the street from the development expressed a lot of <br />concerns regarding impacts to him from the project. Commissioner McLeod explained that their role for <br />that particular meeting was Board of Architectural Review (BAR). He said, they were there to discuss the <br />development project, and were not able to make any decisions on many of the issues being raised. <br />Deliberation: <br />Commissioners McLeod and Nguyen asked the applicant to take Mr. Flemming's concerns into <br />consideration. Commissioner Maestas thanked Mr. Flemming for his comments. The Commission asked <br />staff if they could come up with a solution regarding Mr.Flemming's comments expressing the need for, <br />"a sidewalk on the hill". <br />There was no further testimony. <br />The public hearing was closed. <br />The BAR deliberated. <br />MOTION: <br />Commissioner Alford made a motion to approve L14 -0045 based on the findings, conclusions, <br />recommendations and the three conditions recommended by staff. Commissioner Mann seconded the <br />motion. All were in favor. <br />The public hearing ended at 8:58 PM. <br />Page 2 of 3 <br />
