shelter; <br />the river; and <br />(3) Vegetation that overhangs the river to provide places for fish to <br />(4) Source of insects for fish; <br />(5) Filtering of pollutants and slowing of stormwater prior to its entering <br />(6) A long-term source of woody debris for the river. <br />b. In addition, trees and other native vegetation are important for <br />aesthetics. It is the City's goal that unsightly invasive vegetation, such as blackberries, <br />be removed from the shoreline and be replaced with native vegetation to promote greater <br />enjoyment of and access to the river. <br />c. The City will provide information to property owners for improving <br />vegetation in the shoreline jurisdiction and will work collaboratively with local citizen <br />groups to assist property owners in the removal of invasive vegetation and planting of <br />native vegetation, particularly for residential areas. <br />B. Applicability. <br />1. This chapter sets forth rules and regulations to control maintenance and <br />clearing of trees and other vegetation within the City of Tukwila for properties located <br />within the shoreline jurisdiction. For properties located within a critical area or its <br />associated buffer, the maintenance and removal of trees shall be governed by TMC <br />Chapter 18.45. TMC Chapter 18.54, "Urban Forestry and Tree Regulations" chapter, <br />shall govern tree removal on any undeveloped land and any land zoned Low Density <br />Residential (LDR) that is developed with a single family residence. TMC Chapter 18.52, <br />"Landscape Requirements," shall govern the maintenance and removal of trees on <br />developed properties that are zoned commercial, industrial, or multifamily, and on <br />properties located in the LDR zone that are developed with a non -single family residential <br />use. The most stringent regulations shall apply in case of a conflict. <br />2. With the exception of residential development/re-development of 4 or fewer <br />residential units, all activities and developments within the shoreline environment must <br />comply with the landscaping and maintenance requirements of this section, whether or <br />not a shoreline substantial development permit is required. Single family residential <br />projects are not exempt if implementing a shoreline stabilization project or overwater <br />structure. <br />3. The tree protection and retention requirements and the vegetation <br />management requirements apply to existing uses as well as new or re -development. <br />C. Minor Activities Allowed without a Permit or Exemption. <br />The following activities are allowed without a permit or exemption: <br />a. Maintenance of existing, lawfully established areas of crop vegetation, <br />landscaping (including paths and trails) or gardens within shoreline jurisdiction.
