Exhibit A <br />Animal Service Description <br />Part I: Control Services <br />Control Services include the operation of a public call center, the dispatch of animal <br />control officers in response to calls, and the handling of calls in the field by animal control <br />officers, including the collection and delivery of animals to the Kent Shelter (or such other <br />shelters as the County may utilize in accordance with this Agreement). <br />1. Call Center <br />a. The County will operate an animal control call center five days every week <br />(excluding holidays and County -designated furlough days, if applicable) for <br />a minimum of eight hours per day (normal business hours). The County will <br />negotiate with applicable unions with the purpose of obtaining a <br />commitment for the five day call center operation to include at least one <br />weekend day. The County may adjust the days of the week the call center <br />operates to match the final choice of Control District service days. <br />b. The animal control call center will provide callers with guidance, education, <br />options and alternative resources as possible/appropriate. <br />c. When the call center is not in operation, callers will hear a recorded message <br />referring them to 911 in case of emergency, or if the event is not an <br />emergency, to either leave a message or call back during regular business <br />hours. <br />2. Animal Control Officers <br />a. The County will divide the area receiving Control Services into three Control <br />Districts as shown on Exhibit B. Subject to the limitations provided in this <br />Section 2, Control Districts 200 and 220 will be staffed with one Animal <br />Control Officer during Regular ACO Service Hours and District 500 will be <br />staffed with two Animal Control Officers (ACOS) during Regular ACO <br />Service Hours. Regular ACO Service Hours is defined to include not less <br />than 40 hours per week. The County will negotiate with applicable unions <br />with the intention of obtaining a commitment for Regular ACO Service <br />Hours to include service on at least one weekend day. Regular ACO Service <br />Hours may change from time to time. <br />i. Except as the County may in its sole discretion determine is necessary <br />to protect officer safety, ACOs shall be available for responding to <br />calls within their assigned Control District and will not be generally <br />available to respond to calls in other Control Districts.
