Exhibit C-4 <br />Calculation and Allocation of Transition Funding Credit ("T"), Shelter Credit ("V"), <br />and Estimated New Regional Revenue ("ENR") <br />A. Transition Funding Credit <br />The Transition Funding Credit as originally calculated in the 2010 Agreement offset costs <br />to certain Contracting Cities that would have otherwise paid the highest per capita costs <br />for Animal Services in 2010. The credit was scheduled on a declining basis over four years <br />(2010-2013). In this Agreement, the Contracting Cities qualifying for this credit are listed <br />in Table 1 below; these cities will receive the credit at the level calculated for 2013 in the <br />2010 Agreement for Service Years 2013, 2014 and 2015, provided that, application of the <br />credit can never result in the Estimated Payment Amount being less than zero ($0) (i.e., <br />cannot result in the County owing the City an Estimated Payment). Shelter Credit <br />The Shelter Credit is designed to offset costs for those Contracting Cities whose per capita <br />shelter intakes ("A") exceed the average for all Contracting Parties. A total of $750,000 will <br />be applied as a credit in each of the Service Years 2013-2015 to Contracting Cities whose <br />per capita average shelter intakes ("A") exceeds the average for all Contracting Parties; <br />provided that application of the Shelter Credit can never result in the Estimated Payment <br />amount being less than zero ($0) (i.e., cannot result in the County owing the City an <br />Estimated Payment.)
