12-071 <br />Council Approval 6/18/12 <br />Animal Services Interlocal Agreement for 2013 Through 2015 <br />This AGREEMENT is made and entered into effective as of this 1st day of July, 2012, by <br />and between KING COUNTY, a Washington municipal corporation and legal subdivision <br />of the State of Washington (the "County") and the City of Tukwila, a Washington <br />municipal corporation (the "City"). <br />WHEREAS, the provision of animal control, sheltering and licensing services protects <br />public health and safety and promotes animal welfare; and <br />WHEREAS, providing such services on a regional basis allows for enhanced coordination <br />and tracking of regional public and animal health issues, consistency of regulatory <br />approach across jurisdictional boundaries, economies of scale, and ease of access for the <br />public; and <br />WHEREAS, the Contracting Cities are partners in making regional animal services work <br />effectively, and are customers of the Animal Services Program provided by the County; <br />and <br />WHEREAS, in light of the joint interest among the Contracting Parties in continuing to <br />develop a sustainable program for regional animal services, including achievement of <br />sustainable funding resources, the County intends to include cities in the process of <br />identifying and recommending actions to generate additional revenues through the Joint <br />City -County Committee, and further intends to convene a group of elected officials with a <br />representative from each Contracting City to discuss and make recommendations on any <br />potential countywide revenue initiative for animal services requiring voter approval, the <br />implementation of which would be intended to coincide with the end of the term of this <br />Agreement; and <br />WHEREAS, by executing this Agreement, the City is not implicitly agreeing to or <br />supportive of any potential voter approved levy initiative in support of animal services; <br />and <br />WHEREAS, the City and the County are parties to an Animal Services Interlocal <br />Agreement dated July 1, 2010, which will terminate on December 31, 2012 (the "2010 <br />Agreement"); and <br />WHEREAS, the City and County have negotiated a successor agreement to the 2010 <br />Agreement in order to extend delivery of Animal Services to the City for an additional <br />three years beginning January 1, 2013; and <br />Document Dated 5-29-12 <br />Z C- Z ari r <br />1 <br />
